Every leader in a change of government is the main goal, but not all desires from these changes can be achieved with good quality and maximization, because they do not have knowledge as a policy principle.

The policy foundation of a leader in the government and other organizations needs to have the principle of equilibrium which is supported by a communicative ratio. The two aspects of policy thinking also lie in the figure itself, so that the level needed by the concept of equilibrium and communicative ratio is a figure who has a background in academics and a clear political group.

The policy concept that iquilibrium will give birth to a balance of development in terms of equity. The concept of equilibrium in policy needs to be supported by the principle of communicative ratio. The communicative ratio in the policy execution process has a fundamental role, because the instrumental ratio is a way to smooth the program, as well as a way to involve the community in a collective manner.

Leaders who prioritize communicative ratios in the management of government and organizations will foster workplace social solidarity, the impact of which will eliminate dependency in work. Therefore, a leader must put forward the value of the communicative ratio and the system of equilibrium, not the instrumental ratio.

The concept of leadership that needs to be abandoned by a leader is an instrumental ratio, because the instrumental ratio puts forward individual success in the sense that it only plays on the goals of personal interests. The instrumental ratio is the tendency to look at society as objects that equate people with things.

Thought instrumental ratios tend to occur a lot in the modernization space. Modernization in the instrumental ratio is more in group and individual thinking, this thought occurs beginning in the city community and has even spread to rural thinking.

The spread of instrumental ratio thinking spread through politics and political doctrine. We understand that political doctrine is more dominated by thinking of finding ways to achieve a certain goal through strategy, so that all methods can be done. It is from this behavior that makes instrumental ratio thinking become the mind in the era of modernization.

It can be concluded that the leadership of the era of modernization needed in each region is a leader born of academics who also have clear political beams. Academic and political leaders will be easier to enter into the concept of communicative ratio thinking and equilibrium policies in the leadership of the modernization era, it is said to be because they are subactively moving on scientific thinking.
